Our client, & (), , is seeking a Chief Technical Advisor (CTA) under the Special Professional Pay Scale-I (SPPS-I). This senior advisory role will focus on industrial policy, modernization, SME sector growth, and institutional reforms, aligning national priorities with global best practices and frameworks.
Qualifications & Eligibility:

Academic Requirements:
- PhD or Master’s degree in Industrial Policy, Economics, Engineering, Public Administration, Development Studies, or a closely related discipline from a globally recognized university.
- Additional certification or executive education in strategic leadership, public sector reform, or industrial innovation is desirable.

Professional Experience:
- Minimum 15 years of progressively responsible experience in industrial development, economic policy advisory, or public sector reform.
- Proven experience serving as a senior technical advisor or consultant to government bodies, multilateral organizations, or international development agencies.
- Demonstrated expertise in designing and overseeing large-scale policy programs, preferably within South Asia or comparable developing economies.
Key Responsibilities:

Strategic Advisory:
- Provide expert advice on industrial policy, manufacturing competitiveness, SME strategies, value chain enhancement, and public-private partnership models.
- Guide alignment of national industrial initiatives with international frameworks such as the Sustainable Development Goals (SDGs), WTO rules, and the Belt and Road Initiative.

Program Design & Oversight:
- Lead conceptualization and design of flagship national programs focused on industrial upgradation, cluster development, and technological innovation.
- Oversee technical implementation aspects of donor-supported projects, public investments, and cooperation platforms.

Policy Reform & Institutional Development:
- Support regulatory and institutional reforms aimed at improving ease of doing business, investment facilitation, and compliance mechanisms.
- Recommend modernization strategies for state-owned enterprises under the Ministry’s jurisdiction where applicable.

Stakeholder Coordination:
- Engage with international development partners (e.g., UNIDO, World Bank, ADB, GIZ), national institutions, industry bodies, and provincial governments to foster collaboration.
- Represent the Ministry in international forums, government committees, and high-level missions.

Capacity Building & Knowledge Management:
- Enhance technical capacity within the Ministry through mentoring, workshops, and development of knowledge resources.
- Ensure systematic documentation and dissemination of best practices and lessons learned.

Monitoring, Evaluation & Reporting:
- Develop and implement results frameworks and performance indicators for Ministry programs and policies.
- Provide regular strategic briefs, policy analyses, and reports to the Minister, Secretary, and Cabinet-level officials.
